The Luc Cochran Foundation is bridging Metro Atlanta’s digital divide through technology access, digital education, workforce readiness and community support.

As technology becomes essential to education, employment and everyday life, The Luc Cochran Foundation (TLCF) is working to ensure underserved communities aren’t left behind.

Founded in 2024, TLCF is a grassroots 501(c)(3) public charity serving Metro Atlanta. The organization is building a community-centered approach to the digital divide that goes beyond providing access to devices and internet service. TLCF focuses on the skills, confidence and practical support people need to use technology to create opportunity.

“Having access to technology doesn’t automatically mean someone knows how to use it to move forward,” said Luc Cochran, Founder and President of TLCF. “The digital divide is also a skills and opportunity divide. We want people to feel capable, connected and prepared for a world that increasingly depends on technology.”

Through Digital Foundations™, participants develop essential digital literacy skills for school, work and daily life. Connect Mobile™ helps community members navigate affordable connectivity options, while Community Technology Assistance provides practical support for everyday technology challenges.

TLCF also connects technology with education and employment through Scholars Tutoring™, Resume Workshop™, technology education initiatives and workforce readiness programs.

The foundation recognizes that digital opportunity cannot always be separated from other challenges facing families. Through Nourish Network™ and community resource referrals, TLCF also helps address essential needs that can stand between individuals and long-term success.

As artificial intelligence, automation and digital platforms continue transforming the workplace, TLCF believes digital literacy will become even more critical.

“We’re not trying to turn everyone into an IT professional,” Cochran said. “We’re making sure people have the skills to participate. Technology should open doors, not become another barrier.”

TLCF continues seeking community partners, volunteers, donors and organizations interested in expanding digital opportunity throughout Metro Atlanta.
